Do You Qualify for ESOS?

If your organisation employs more than 250 people, or has an annual turnover over £44 million and a balance sheet total above £38 million, you’re likely in scope for the UK’s Energy Savings Opportunity Scheme (ESOS). Whether this is your first submission or your third, we’ll help you get it right.

What is ESOS?

ESOS is a mandatory energy assessment scheme run by the UK government. Every four years, large organisations must calculate their total energy use and identify energy efficiency opportunities across buildings, transport, and processes. The findings must be reviewed by an ESOS Lead Assessor and submitted to the Environment Agency.

What is ESOS?

The Energy Savings Opportunity Scheme (ESOS) is a mandatory energy assessment and audit requirement for large UK organisations. It helps identify practical ways to reduce energy use and operating costs. The scheme is overseen by the Environment Agency and runs in four-year phases.

To qualify, your business must meet one or both of the following criteria:

  • Have 250 or more employees, or
  • Have an annual turnover of over £44 million and a balance sheet exceeding £38 million.

If you qualify, you’re required to:

  • Measure total energy use across buildings, processes, and transport
  • Audit at least 90% of that energy use
  • Use a registered Lead Assessor to review your submission
  • Submit a notification of compliance to the Environment Agency

ESOS: What You Need to Know Now

The Energy Savings Opportunity Scheme (ESOS) is a mandatory energy assessment and audit regime for large UK organisations. Phase 3 of the scheme has now fully closed.

To recap:

  • The final deadline to submit Phase 3 compliance notifications was 6 August 2024, only for those registered by 5 June 2024.
  • The deadline to submit the required Action Plan was 5 March 2025.

If your organisation did not meet these deadlines, it is now considered non-compliant, and enforcement action from the Environment Agency may apply. We can help you understand your status and next steps if you are in this situation.

Looking Ahead: ESOS Phase 4

With Phase 3 now closed, the focus shifts to Phase 4:

  • Qualification date: 31 December 2026
  • Compliance deadline: 5 December 2027

Phase 4 will bring stricter requirements, including the removal of DEC/GDA routes and a greater emphasis on implementation of audit findings. Early preparation is strongly recommended.
