Is your organisation ready for the Local Power Plan?
A checklist for public sector organisations in advance of Great British Energy’s Local Power Plan initiative
- Agree internal governance – confirm who owns the project internally, what budget exists for development costs, and what sign-off is needed to progress.
- Establish your energy baseline – investigate consumption data across relevant sites so you understand demand profiles and can model project value.
- Audit your estate for generation potential – identify which sites have viable conditions for solar or other renewable generation.
- Assess your grid connection position – understand what connection capacity exists near your key sites and what the ‘first ready, first connected’ model means for your organisation and potential timeline.
- Identify your ownership and partnership model – consider whether a community energy group partnership strengthens your position, and what ownership structure suits your project.
- Map your planning position – understand what consents are required for your likely project type and how long the process will take.
- Build your financial case – develop an outline business case showing projected costs, savings or revenue, and the route to financial closure.
- Identify your revenue model – understand how your project will sell or use the energy it generates, whether via self-consumption, a PPA, or another route.
- Submit a GBE Expression of Interest – understand what the EOI asks for and why submitting now matters, even before the toolkit launches.
- Seek expert support – navigating estate assessment, grid connection, financial modelling and GBE’s readiness criteria is complex.
